Dear President Ruttles,
My first impression is "Harry Reid" and "Mustang Ranch" in Nevada. Harry is certainly cartoonish (and weird) and "Mustang Ranch", while not necessarily a town (but a legendary recreational area, ahem, ahem)is where ol' Harry was born, learned his ethics and morals and began his "political career". All this seems to, convolutedly at least, fit into the formula of your weekly riddle. However, since am not completely sure, and would like to be 2013's first announced Sardonigram winner (next week), I will keep thinking about the matter.
